    Gerard King is the Managing Director of King Planning Pty Ltd, a consultancy which he established in 1993. Gerard has over 40 years of experience in the construction industry. He focuses primarily on the provision of delay analysis services, including acting as an Expert Witness, and continues to provide planning and programming advice on a wide variety of construction and infrastructure projects.

    Prior to the establishment of King Planning, Gerard was a Construction Planning Engineer and Project Manager which provided him with practical, onsite experience. Since establishing King Planning, Gerard has developed a reputation as one of the leading providers of expert witness services as well as forensic analysis and claim advisory services, dispute advice and construction planning and programming services.

    Gerard has acted for a broad range of domestic and international clients on projects of varying size and complexity. He has provided services to all major industry sectors, including mining and resources, building and construction, utilities infrastructure and energy, transport, heavy industry and government sectors.

    Gerard has successfully testified in numerous domestic and international Arbitrations and civil proceedings, including in London, Singapore, Johannesburg, Kuala Lumpur, New Zealand and across Australia.

    David Murphy is General Manager and an Expert Witness at King Planning. Commencing in 1997, he has been with King Planning for over 20 years.

    David’s experience in the construction industry dates to 1991 when he commenced as a site engineer. His background also includes roles in design and project management as well as business development management at major Australian construction companies. He brings a wealth of construction related experience to King Planning.

    Due to David’s background in programming and project management, he is routinely called upon to carry out detailed forensic claims and programming analyses. He has acted as an Expert Witness and provided expert reports in numerous matters and participated in mediations and expert determinations.

    David has worked on projects in Australia, Hong Kong, Qatar, South Africa and New Zealand and has expertise across the mining and resources, building and construction, utilities infrastructure and energy, heavy industry and transport industries.

    He has strong management experience and expertise in stakeholder management, including Government reporting and community consultation, and can therefore work closely and effectively with project staff and legal teams.

    Ian Townson is a Principal and an Expert Witness at King Planning and has over 30 years of experience in the construction industry.

    Ian brings with him expertise in project and contract management processes with specialization in the development and implementation of control systems for time, cost and performance management. He has an in-depth understanding of design and construction processes including delivery strategies for civil, building, rail, process and heavy engineering projects.

    Ian has been engaged for his expertise in construction and project controls on a number of large commercial matters in varying capacities. From these assignments and other industry engagements, Ian has gained an intimate knowledge of what, why and how events affect the physical and commercial outcomes of projects, what is important in the successful delivery of projects and programs of work and what forensic planning methodologies are best suited to matters in dispute.

    As part of Ian’s industry roles and as a trained mediator, he possesses an advanced level of analytical and written skills required to produce various deliverables, in particular expert witness services.

    Paul Bottle is a Principal at King Planning where he commenced in 2011. A Member of the Royal Institute of Chartered Surveyors, he has extensive experience in the construction industry, primarily as a Quantity Surveyor, Contract Administrator and Senior Commercial Manager for a variety of construction companies both within Australia and the UK.

    Paul has been involved in the construction industry for over 35 years, commencing as a Contract Administrator in 1986. He has undertaken a varied portfolio of successful projects for local, national and international construction companies across all sectors of the construction and infrastructure industries.

    Paul has held several senior management positions in Australia, including the role of Commercial Manager for a construction company for which he was required to implement a substantial construction administration training program.

    Paul has acquired extensive skills as a forensic analyst in construction disputes, in particular in relation to delay, disruption and cost claims. He also provides support with claims preparation, contract administration and training, expert witness support, assistance with the Security of Payment adjudication process, tender evaluations and assistance with the preparation of contract documentation and contractual correspondence.

    Robert Gemmell consults to King Planning in the provision of Quantum Expert Witness and advisory services. Robert is a Chartered Quantity Surveyor, Chartered Arbitrator and Adjudicator who also acts as Expert Determiner and Dispute Board Member.

    Robert offers over 25 years of experience in the construction and engineering industry working in both professional practice and construction contracting companies in Australia, Hong Kong, Malaysia, Singapore and the UK.

    Robert regularly acts as lead and support Expert Witness, including giving evidence in court under oath, and has received over 100 appointments as Arbitrator, Adjudicator, Expert Determiner, and Dispute Board Member in disputes ranging from several thousand to several hundred millions of Australian Dollars. Robert also acts in commercial claims management roles in relation to the preparation and/or assessment of quantum claims.

    Robert is named in the Who’s Who Legal: Consulting Experts Guide, 2018, 2019, 2020 and 2021 as a leading national and global expert and Thought Leader in the field of Construction Quantum and Delay. Who’s Who Legal specifically says: “Robert Gemmell stands out for his deep understanding of delay and disruption costing and for his high-quality outputs" and Robert is also cited as “our expert of choice for large disputes”.

    Robert is also the author of the book entitled “Quantification of Delay and Disruption in Construction and Engineering Projects” described by His Honour Peter Vickery QC in the foreword to the first edition as “an Australian work of legal scholarship and authority… not only written for application in Australia, but also internationally” and in the second edition as “The new additions in this Second Edition will … cement this book as a leading ‘go to’ text in this complex and all-important area of construction and engineering.”

    Robert is a RICS (Oceania) Registered Expert Witness and Expert Determiner, a QBCC panel Senior Adjudicator for Queensland, and a registered Adjudicator in New South Wales, the Australian Capital Territory and the Northern Territory.

    Robert is a Senior Fellow of Melbourne Law School on the Masters of Construction Law programme at the University of Melbourne, joint author with Her Honour Frances Kirkham of the Chartered Institute of Arbitrators’ books on adjudication, and a member of the Society of Construction Law Australia.

    Matt started his career as a Construction and Major Projects Lawyer and has worked in the construction claims/disputes field for over 15 years.

    Working in national and international law firms and being seconded to some of Australia’s largest construction contractors provided Matt with broad exposure to a wide variety of construction claims, projects, clients and dispute forums. With extensive litigation experience, Matt has developed a strong understanding of the evidentiary requirements surrounding the successful prosecution or defense of construction claims. As a lawyer, Matt routinely briefed expert witnesses in various areas of expertise and therefore appreciates the role of a litigation lawyer and what is required from an expert witness. He also gained extensive experience in the ‘front end’ space, drafting bespoke and standard form construction related contracts. This has provided a solid foundation for navigating the complexities of contracts and their interpretation.

    As a Senior Consultant and Forensic Delay Analyst with King Planning, Matt provides claims advisory services on construction and major projects, with a focus on extension of time, delay, disruption and acceleration. He has considerable experience in the analysis and preparation of claim material and routinely provides support in King Planning’s delivery of expert witness services, including: interpreting the contractual framework regarding time related matters; forensically reviewing project and witness evidence; objectively analysing cause and effect; applying industry standard practices and appropriate analysis methodologies; operating construction programming software; preparing material supporting the prosecution or defense of claims, including expert witness reports; and, providing considered strategic advice.

    Matt's legal background assists to inform King Planning’s involvement in the legal process and its understanding of the principles that apply to the preparation and acceptance of expert evidence. He has been engaged on domestic and international projects across a broad spectrum of industries and in relation to disputes of varying size and forum.     Gary Cox is a Senior Consultant, Planner & Programmer at King Planning, which he joined in 2013. He has extensive experience in the provision of both claims analysis and advisory services and planning and programming.

    Gary has over 25 years’ experience in the construction industry, commencing as a self-employed carpenter and builder in 1993. Since that time, he has held various positions such as project manager, contracts administrator, senior project engineer and planner at major Australian construction companies. Gary's practical knowledge of the construction industry provides him with the background necessary to implement practices and procedures that are focused on identifiable outcomes.

    Gary is conversant in all forms of programming software including Primavera P3 and P6, Suretrak, ASTA Power Project and Microsoft Project. He is also skilled in the operation of AutoCAD.

    As well as planning and programming services, Gary routinely provides forensic analysis and dispute advice services. He has worked on projects in Australia, Hong Kong, South Africa and Indonesia in various sectors including mining and resources, building and construction, infrastructure and energy and transport.

    Clare Kenny is a Senior Consultant at King Planning and commenced in 2013. Clare was admitted to the legal profession in 2009 after attaining a Bachelor of Laws (Honours) and Bachelor of Arts degree from the University of Queensland. Clare also completed a judge’s associateship with the Honourable Justice Muir of the Supreme Court of Queensland.

    Prior to commencing at King Planning, Clare worked for 4 years as a construction lawyer, attaining the position of Senior Associate before taking up a role as inhouse legal counsel. She has worked in a variety of dispute forums, including Court of Appeal and Supreme Court litigation, adjudication under Security of Payment legislation and domestic and international arbitrations. She also has extensive experience drafting various forms of construction contracts. Together with her inhouse legal experience, she has worked for some of Australia’s largest construction contractors.

    Clare joined King Planning as a claims consultant and works closely with the experts in the preparation of expert reports relating to delay and disruption claims. She uses her legal experience and analytical skills to interrogate project documentation and prepare claim material for the purposes of mediation, arbitration, litigation and security of payments matters as well as contract administration.

    Bill Hutchinson is a Senior Consultant at King Planning. He is a highly experienced construction planner and programmer with more than 40 years’ experience in the industry. Almost 20 of those years have been spent at King Planning and 10 years were spent ‘on the tools’ as a Registered Builder.

    During his time at King Planning, Bill has planned and programmed a diverse range of highly complex projects, including high-rise, commercial, industrial and large-scale hospital and correctional redevelopments. He is proficient in all forms of scheduling software, including Primavera P3 and P6 and Microsoft Project.

    Bill understands the complex planning required to achieve the timely delivery of projects and his experience allows him to identify significant risks to a project and work with project teams to minimize those risks. He offers invaluable experience at all stages of a project’s lifecycle.

    Bill also assists in the forensic analysis of project material that is required to provide considered advice to King Planning’s clients and to assist in the preparation of expert reports. His experience at both the ‘front end’ planning and programming and the ‘back end’ claims and disputes informs Bill's approach to the provision of each service.

    Michael is a Senior Consultant at King Planning and holds a Bachelor of Electrical Engineering. His experience spans design, operations and maintenance, and construction over a period of 30 years.

    Michael has over 17 years of experience in managing building services design and construction including demonstrated skills in preparing project briefs, managing consultants, preparing and reviewing tenders and participating in completion and commissioning.

    Prior to joining King Planning, Michael was the Services Design Manager at one of Australia’s largest construction companies and worked on more than $1.5 billion of complex and highly serviced, technically complex and challenging projects Including correctional centres, hospitals, data centres and defence facilities. This experience provides Michael with a unique understanding and appreciation of all aspects of building services. Leading the building services design and construction teams also required Michael to demonstrate exceptional communication and leadership skills.

    In his capacity as Senior Consultant at King Planning, Michael applies his experience to the area of project planning and programming and forensic delay and disruption analysis in projects involving large and complex MEP systems.

    Andre is a highly effective construction planner and programmer with detailed knowledge of all scheduling software, particularly Primavera. Andre’s in-depth understanding of the practical aspects of construction and the technical details of programming allows him to troubleshoot large and complex construction schedules, as well as conduct the forensic analysis of schedules and extract data for use in construction disputes.

    Andre offers an invaluable array of planning, programming and analytical skills which can be harnessed on projects from conception through to completion. This includes the preparation and implementation of detailed engineering, procurement and construction schedules, establishing progress reporting procedures and carrying out monitoring and statusing of schedules, risk analysis and developing logical planning solutions.

    Andre has experience across a wide and varied number of projects across the construction and infrastructure industries. He also has experience in project supervision, project management, estimating and administration.
